The Emerging City

As an emerging city, Putrajaya has the opportunity to plan the use of light selectively, creatively and appropriately throughout the entire external environment. An attractive and pleasant night time image is achieved through coordinated and planned efforts spearheaded by the local authority through the PUTRAJAYA LIGHTING MASTERPLAN and the PUTRAJAYA GOOD LIGHTING PRACTICE GUIDELINES published in 2002.

Creating Sense of Identity

The lighting design guide was drawn from an aspiration to extend the day ambiance of the city into the night and thus creating a different set of experience for visitors. The quest for an identifiable identity of the city has led the planners and designers to study the details of the city’s landscape components to reinforce the concept of the ‘City in the Garden’. Various design options that engaged traditional cultural motives on to themed street furniture was explored to create miniature landmarks such as street light installations and signages.

Putrajaya Lighting Master Plan

The purpose of the Putrajaya Lighting Master plan is to facilitate :
1. Fostering the city image and character through lighting.
2. Night time ambience influence through architectural lighting criteria.
3. Fostering the city image and character through lighting.
4. Night time ambience influence through architectural lighting criteria.
5. Full enjoyment of outdoor space (which during daytime can be unpleasantly hot ).
6. Reducing energy consumption.

 

Experience As a New City

One of the important considerations in Putrajaya Corporation’s review of any development in Putrajaya is the design and placement of exterior lights. Exterior lights particularly building façade lighting should be architecturally compatible with its surroundings and should not create glare, light overspill nor light pollution. As new developments are still in progress, it has always been our practice that new lights should not stand out in relationship to surrounding lights when viewed from a distance except among others, for landmark buildings, during state and festive occasions. It is the desire of Putrajaya Corporation as the Local Authority to maintain the city’s existing well planned uniform lighting as it is viewed within, from a distance, vista or scenic highways entry. The following guidelines represent the standards that Putrajaya Corporation will use in evaluating the design and placement of exterior lights.

Lighting Policy Guidelines

Putrajaya has taken the opportunity to ensure that lighting plays a highly visible role in the overall presentation of the emerging city. In order to develop a nightscape that is cogent, attractive, environmentally successful and economic, 9 lighting policies had been drawn up to :

Policy 1 :
Distinguish the Central Boulevard from all surrounding roads and streets on the Core Island and most other roads and streets throughout Putrajaya through the use of a distinct road lighting character. Limit this policy to situations where the use of differing colour values of ‘white’ light are used to distinguish specific areas e.g. the Chancery area within the Diplomatic Enclave.
Policy 2 :
Limit the use of primary and saturated colour for the lighting of public and private buildings and structures throughout Putrajaya. Any such lighting should only be operated during state and/or festive occasions.
Policy 3 :
Establish lit Gateways to the main entrances into Putrajaya from perimeter roadway system.
Policy 4 :
Engage the necessary personnel to secure the comprehensive implementation of the lighting objectives of the Lighting Master plan within Putrajaya Corporation.
Policy 5 :
Ensure that Putrajaya Corporation maintains operational control of lighting throughout the city including lighting to roads and streets and public buildings, structures, landscapes and waterscapes. Additionally, established a system to encourage the owners of private buildings to participate in the programme of external lighting.
Policy 6 :
Extend the approvals process to embrace the requirement that all external lighting be submitted as a partial or separate approval application.
Policy 7 :
Minimize night sky light pollution by requiring good lighting design practice, appropriate equipment specification and concise aiming of installed lighting.
Policy 8 :
Establish maximum limits on the luminance of internally and externally illuminated advertising and signage.
Policy 9 :
In residential areas street lighting columns should be of a height that is sympathetic to the scale of adjacent buildings but should not under any circumstances higher than the height of such buildings.
   

Palace of Justice (POJ)
The Putrajaya Lighting Master plan ensures the night time ambience of Putrajaya is attractive and appropriate to a city of its status and function in which the lighting display the spirit of the city.

The lighting design must be developed to embody the main theme of simplicity, unity and dignity that underpins the city’s urban statement.

The lighting fixtures nor the lighting itself however should draw attention to it and should not be frivolous.


National Millennium Monument
Strongly colored (primary or saturated) and animated lighting should not play important or major role in the Putrajaya nightscape. This strategy is limited to festivities and nightscape to mark important events or for building enhancement only.
 

The Putrajaya lighting standards adopted the Commission International de L’Eclarage (CIE) standards. The majority of the bridges in Putrajaya form the gateway to the city centre of the Core Island which has become a night time popular attraction to Putrajaya.

The nightscape “postcard” image will then be largely determined by the lighting design quality. This will encourage the daytime image of the city to be extended into night time through the use of light that moves beyond the purely practical or ornamental purposes.

Challenges in Implementation and Sustaining the night time City Urban Ambience

An integrated operational approach, inclusive of roster and daily action schedule work are undertaken for ensuring pleasant night time ambience. Quality of light output is controlled and monitored for consistency of the night city lighting scheme.

Coordinated Lighting Network (CLN) Initiatives

The lighting society for Putrajaya was formed among the building owners, initiated by Putrajaya Corporation. Coordination on the lighting modes was established among members to achieve the consistency on operations. Most of the building’s lighting operation is controlled through the Building Control System (BCS).
